We regularly clean the outsides of tanks (and, as in this case, sometimes the inside) as part of a complete package of welding work, repairs, and re-painting for our neighbours, City Radiator Services.
This is a great option where a tank is rare so cannot be replaced. Or just has minor issues that are more cost efficient to repair than replace.
